A charge will always reside on the surface as that's only place left.Because if charge resides inside then by gauss law, field inside theconductor will not be zero. ... Because of the mutual repulsion, the chargesnaturally spread out as much as possible

The net electric charge of a conductor resides entirely on its surface. (The mutual repulsion of like charges from Coulomb's Law demands that the charges be as far apart as possible, hence on the surface of the conductor.)
