Hello
China is not considered as Democratic because In elections only one party participate and the candidate chosen by party will be elected
Talking about mexico the election were abolished by militaries and the election authority is not able to declare result

Thus both country do not follows Democratic rules thus said not a real Democratic country

hi,
Before contesting elections, a candidate  needs the approval of the Chinese communist party. only those who are members of the Chinese communist party or eight smaller parties allied to it were allowed to contest elections held in 2002-03 the government is always formed by the communist party. and this was not a fair electoral
Mexico is the country which holds election after every 6 years to elect the president. The country has never been under a military or dicatators rule. but until 2000 every elections were won by a party called PRI. They PRI was know to use many dirty tricks to win elections. It was also not a fair elections

this what i learnt hope it was useful for u, its long ...sorry for that
i conclude that , A Democracy must be based on a free and fair elections where those currently in power have a fair chance of losing.
Thank u
