Why china and mexico was not be regarded as democratic despite holding election?

-Just holding an election doesn't mean that a country is democratic,For example,Oppressive nations like Saudi Arabia and North Korea conducts elections regularly
-For a country to be democratic,It must conduct elections which are FREE AND FAIR and THE RULING PARTY SHOULD HAVE A FAIR SHARE OF LOSING
-But in China(Including Hong Kong and Macau),Election Candidated have to pre-approved by the Ruling Chinese Communist Party or its 7 smaller allies,So the ruling party have a tight grip over the process and can decide the outcome,So this isnt democratic
-In Mexico,The People's Revolutionary Party or PRI held power for 70 years until 2000 even though free elections were held regularly,But the elections werent fair as the PRI used Government machinery,Employees and teachers to rally for their cause and notoriously placed polling booths in places where only PRI supporters could vote,So the elections werent fair and was undemocratic
