The extra height for noses is used to compensate for the cold air. Having taller noses helps warm up the air before it enters the body. In warmer climates, this is unnecessary, therefore people (such as Asians) have flatter noses.
To answer your question, why ASIANS in general have narrower eyes than our Western counterparts is due to the different circumstances in our environment. For example, people in Nepal have narrow eyes so they can blink out the snow much easier than if their eyes were very wide.
