Hey !!

Chlorine water produces nascent oxygen which is responsible for bleaching action and oxidation.

    Cl₂ + H₂O ----> 2HCl + [O]

Good luck !!

According to the data mentioned in the question that,

chlorine water has both oxidising and bleaching chemical properties , because chlorine produces nascent oxygen molecules while reacting with the normal water.And this nascent oxygen is the main reason behind the bleaching and oxdising properties of the chlorine water.

Chemical equation of this reaction:

Cl₂ + H₂O ---> 2HCl + [O]
