Explanation:
In chloro benzene so as for the incoming nucleophile to attack, the bond between chlorine atom and the carbon atom has to be broken but this is not feasible since, due to resonance by the lone pair electrons of chlorine atom there is a partial double bond character between the chlorine atom and the carbon atom which makes the bond shorter and stronger and hence more difficult to be broken.
