why chlorobenzene is less reactive than chloroethane?

In chlorobenzene the C-Cl bond has a double bond character due to +R effect and its less reactive. while in chloroethane no deactivations or anything....

Due to partial double bond character, it is difficult to cleave. This is the reason why Chlorobenzene has higher enthalpy (energy to break the bond) then chloroethane. As the Bond length is less for chlorobenzene that is 0.169nm bond length for chloroethane is 0.177nm, chlorobenzene is less reactive.
