Alone one pair from the chlorine atom can induce resonance in the aromatic ring, and this extra movement of electrons forms a much stronger structure, which implies less reactivity. In methyl chloride , this resonance does not exist, and therefore the stability is not enhanced. This makes methyl chloride more reactive.
