Because you cannot see bacteria, viruses, cysts and potential toxins with the naked eye. Also the words “clear water” is quite subjective. If you fill a clean white bucket with what looks to be clear water, you will often see a colour in the water.

Even clear water is not safe for drinking bcz it may contain harmful microorganism which cannot be seen through naked eyes.
