The light coming from sun is refracted by atmosphere and gets scattered. Since Colors other than photon has comparatively high wavelengths therefore they passes very quickly through the atmosphere without getting much refracted. But violet color doesn't pass directly and get scattered as it has competitively low wavelength. Thus sky appears to be violet.
Sky is actually violet not blue but both are extremely similar.

Blue light is scattered in all directions by tiny molecules present in atmosphere. Blue is scattered more because of shorter smaller waves. So sky is seen blue. Ocean:-looks blue because red,orange, yellow (long wave length light) are absorbed more strongly by water than blue.So when white light from the sun enters the ocean, it is mostly the blue that gets returned.
