Let me give some examples, Magnesium(Mg) can be burned in carbon dioxide(CO2). so you can not put out the flame with a CO2 extinguisher which put out the flame by preventing the contact between combustible and oxygen in the air,because CO2 may make Mg burn vigorously. Also, Hydrogen(H2) burning in chlorine(Cl2) steadily with white flame.

Many people think that burning needs oxygen. However, it is not true. Combustion is exothermic reaction, and combustion is accompanied by oxidation in most situations. Oxygen is the most common oxident instead of the only oxident. As I said above ,the oxident of reaction Mg+CO2= MgO+CO is CO2 , it burns without oxygen. The oxident of the reaction H2+Cl2=2HCl is Cl2.

So, the oxygen is not a necessary condition
