Why common indicators cannot determine pH value of a sol'not?

Some common indicators like litmus paper, phenolphatlein, methyl orange just change the color or some olfactory indicators change their smell in acid or base medium which shows the presence of an acid or a base which are compounds which do not have any scale to find out the exact pH value and for that we need a pH indicator or a universal scale!
