Due to this, several educated and enthusiastic young Indians could not appear for the examination. This was done deliberately by Lord Lytton who believed that it would reduce the numbers of the Indians struggling against the British Rule.
Later, in the year 1893, Dadabhai Naoroji became the first Indian in the British House of Commons. During his tenure as a member of the British Parliament, he continuously brought up the grievances of the Indians and suggested reforms, it was because of his efforts that the British Parliament passed an act allowing the simultaneous conduction of the ICS exams in India and England.
