Because if congress would favour workers then they would definitely be disappointing the snatanis who were the higher class Hindus that is why they were indirectly supporting the wealty nd high class people.

congress is still at present reluctant to support workers.
they support only sc,st and obc people. they fight for caste reservation. most of its workers were brahmin people so they never supported them
