Congress became a mass movement and organisation during and after the Non Cooperation Movement (1920–21) .It had attracted people of all castes,religions ,regions and shades of opinion to the party .

It became an “Umbrella” or “Big Tent” organisation accomodating all points of view with the goal of Indian Independence .It had evolved a culture of internal democracy within the party to allow free play to all shades of opinion

All those who had joined the party had a broad consensus that immediate priority for India was to get independence from the British

However there were sharp differences about what should be the nature of an Independent India .

Two broad camps had emerged within Congress on this question which was popularly known as left and right wing .
