why cooling effect of ice at 0 degree is more effective than same amount of water at 0 degree Celsius

Because the latent heat of fusion is also absorbed by the ice. while changing water it's state , water absorb latent heat of fusion from surrounding and this latent heat of fusion makes the ice more effective than the water at the same temperature.
