Why coriolis force is absent at the equator but increases towards the poles?

It is maximum at the poles and absent at the equator. The Coriolis effect arises because motion is being measured from a rotating frame of reference. There are no outside forces acting on a horizontally moving object that causes the observed curved motion. thus the key of this effect lies in the earth's rotation.
