Why could you not use an elastic measuring tape to measure distance? What would be some of the problems you would meet in telling someone about a distance you measured with an elastic tape?

Elastic tapes have considerable value of Young's Modulus... As a result it's stress and strain will vary even at a minute shift in force applied... Thus maintaining a constant value will be difficult.. Also different people might get different results

A chain or a measuring tape is used to measure distances in a field (e.g. the length and width of a field).
An elastic tape can be stretched. It cannot be used to measure distances because the tape length can change when it is stretched. Consequently, the measured length would not be correct."
