why couldn't the author write down a story when he sits down to write one

Because he get disturbed by the surrounding sounds of people screaming, horns blowing, animals crying, e.t.c. He can't get the idea of the story. He fet depressed. He can only write a nice story in peaceful place where there are the sounds of nature, it can be just like paradise.
