why covalent compounds do not conduct electricity?

A covalent bond is formed between non metal atoms, which combine together by sharing electrons. Covalent compounds have no free electrons and no ions so they don't conduct electricity.

Covalent compound are formed by sharing of electrons between two atoms of same or dissident element. As the electrons belongs to the outermost shell of both the atoms, the electronic configuration of the atoms get fulfilled. In this covalent bond, and during this sharing of electrons, no formation of ions occur. Hence there are no particles in the covalent compound through which the electrons can flow ; hence the covalent bond does not conduct electricity.
