In CuCl2, copper exists as divalent Cu2+ ions with 3D9configuration.

it have upaired electron

reasons for blue colour:

The presence of one unpaired electron in a 3d orbital , responsible for its colour.....

In Cu2Cl2, ...There is no unpaired electron available for transition .that's why no absorption of light in the visible region.

that's why cucl2 is blue in colour and cucl is white in colour.
