ultraviolet curing of inks, coating, varnishes, adhesive etc takes place at particular wavelength, depending on the monochromes that are present in the base material.

first of all the only uv coatings , varnishes , adhesives etc will cure under Ultraviolet not all coatings.

there are many reasons for not curing completely:

1. thickness of the coating if too high.

2. time duration of the exposure.

3. percentage of photoinitatior present in the coatings.

4. faulty UV lamps- old or not producing sufficient energy level.

5. power supply badly designed to suit the lamp - hence produce low level or wrong intensity of UV light.

6. distance from lamp to the product.

7.bad or non focused reflectors.
