Cyclo hexyl chloride is more reactive, when the chloride ion leaves the cyclo hexyl compound, then, it will produce a secondary carbo-cation. But, when the chlorine atom from the benzene ring releases, it forms a very unstable phenyl carbocation, plus the chlorine carbon bond in chloro benzene has a partial double bond character, so, cyclohexyl chloride is more reactive than chlorobenzene
