congress party started show them as they totally associated with Hindu, and they feared that participation of dalits may make high class Hindu into anger

Dalits Participations was limited as they feared getting insulted as they doesn't had equality in society
They were also restricted to *enter many places.
Gandhiji asked them to participate so as to be treated equally and called them harijans
