Why daman and diu has minimum area under forest cover

Daman and Diu is a union territory. It has a very small area of just 102sq. km so it is not possible for Daman and Diu to have a large forest areas

Daman and Diu is small area to roam around. Daman and Diu has minimum area under forest because mainly industries are there and much of pollution they generate. Forest are required in these areas but small area is major problem.
