In living beings like animals especially who have to move in search of food have mostly living tissues.

In living beings like plants who can prepare there food themselves don't have to move in search of food. Hence, they have mostly permanent tissues or non-living tissues.

We find here that differnt beings have differnt needs accordingly their need they have tissue also. Thus, we can't say that whether a dead tissue is better than living tissue.

Since, dead tissue don't need maintenance they can be in majority, but there formation must also need living tissues!
