Shimla is far away from equator.But, Delhi is located smewhat near to equator than Shimla.Shimla has greater height from sea level than Delhi.

The temperature of Delhi is higher than Shimla because geographically the location of Shimla is at the higher altitudes and the Shimla is far away from Equator than Delhi is. Delhi is nearer to Equator and thus the temperature in the region of Delhi is more as compared to that of Shimla.
Also,
The height of the Shimla from the Sea level is more as compared to that of Delhi which also causes the temperature difference in both the lands. Higher altitudes have Normal Lapse rate.
Thus we can say that Delhi is warmer than Shimla.
