Delhi is neither a State, nor a Union Territory.
It was a Union Territory (U.T.) till 1991,
but the 69th amendment of the Constitution it gained a new special status.
It's amendment declared the Union Territory of Delhi to be called as National Capital Territory of Delhi.
The actual enforcement of the legislation came in 1993.
