Why delhi is one of the union territory

Hey there!

Delhi is neither a State, nor a Union Territory.

It was a Union Territory (U.T.) till 1991,
but the 69th amendment of the Constitution it gained a new special status.

It's amendment declared the Union Territory of Delhi to be called as National Capital Territory of Delhi.

The actual enforcement of the legislation came in 1993.

Delhi is a union territory because:
~ it is smaller in area 
~ territory means a type of administrative division in the republic
so that is why Delhi is a u.t.
