Democracy is considered the best because it objectively sucks less than the other government types.
Monarchies are bad, Dictatorships are awful, if you aren't rich an Oligarchy is no place for you, Communism, not the ideology but the real world outcomes, has systematically proven to be starvation with extra steps.
No one will support a Caliphate if they aren't Muslim. No one wants to live in the Papal State if they aren't Roman Catholics. No one wants to live in the Whole Kingdom of Judah if they aren't Jewish.
Basically, governments are either bad for the populace, like fascism, communism, or monarchies, or they are bad for the minorities like theocracies and nationalist fascism.
Democracy attempts at curing this with it's voting, parliament's and senators, presidents and ministers. Usually it works pretty well, sometimes not so well, but most of the time a Democratic country is a well off country that people would want to live in.
