Detergents are the Sodium Salts of long chain of benzene sulphonic acids whereas soaps are the Sodium Salts long chain of Carboxylic Acids.

Saops have a good cleansing action in soft water but in hard water ( water with dissolved Calcium or Magnesium Salts), saops have a bad cleansing action as it forms Scum, which wastes alot of soap and water.

Detergents work better in both Soft and Hard Water and don't form scum in any one of them.

So, Detergents are better cleansing agents than soaps.

Answer:

It detergent forms lot of lather even with hard water . Hard water contains ions which react with soap to form insoluble salts of calcium and magnesium called scum and soap goes waste . Detergents do not form insoluble compounds with ions therefore these are more effective.
