1) Ideas of liberalism spread widely in early 19th century, in Europe which meant freedom for the individual and equality of all before law

2) Since French Revolution, liberalism had stood for the end of autocracy, clerical privileges, a constitution and representative government through Parliament. But, Equality before law did not stand for universal suffrage or the right to vote for all people

3) In France, the right to vote and to get elected was granted only to property owned men. Men without property and all women were excluded from these voting rights during the period of revolutionary France

4) Hence, there were protests and movements throughout Europe by non – propertied men during 19th and early 20th centuries, demanding equal voting rights
