This is a good question. Initially, ML and Jinnah spurned the offer made by Congress and the Viceroy, to join the CA. They thought, joining it would be tantamount to accepting the line asserted by Congress and the British and more importantly they might be diluting their demands on Pakistan. They thought it would be best to stay aside and continue with their agitation. Later on, Jinnah thought it might be useful to join the CA so that they might wreck it from inside. They were largely successful in this.

Therefore, the members who represented the teritories withdrew from the constituent assembly when they went to pakistan
