Sun Wukong is as strong as the story needs him to be. Journey to the West is derived from centuries old oral tales that were eventually collected into the present novel. Monkey being able to level the entire heavenly army is simply a way to establish him as the badass par excellence. However, once Sun becomes the monk’s disciple, the story would be boring if he can simply one-shot any demon that blocks their path. The story is more interesting if there is some sort of struggle.

I would also like to point out a common misconception. Many people believe the golden headband limits Monkey’s power. There is no textual basis for this. The headband simply keeps his unruly nature in check.
