the auther sat in a cubical. he was always seen tearing up newspapers. nobody understood the importance of what he was collecting. so he seemed to be doing nothing to all other workers.

The author's duty was to cut out newspaper clippings on a wide variety of subjects, which according to him have to be stored in the files.Many of these had to be written out in hand. The onlookers noticed him merely tearing up newspapers. Hence to them he seemed to be doing next to nothing.
