Bernard believed that the economies of colonies needed to be developed to improve the standard of living of the people and give an economic boost to the colonies.  

The suggestions made in case of Vietnam were:

  • The economy of Vietnam needed to be developed to enable people to earn more income and improve their standard of living. This would enable people to buy products from French companies.
  • Development of economy of Vietnam would lead to people respecting the French sentiments and thereby ally with France.
  • Development of economy of Vietnam would mean that people would be more involved in the schools started by France in Vietnam. This would in turn help the French to complete their mission of civilising Vietnam.
