The three reasons why Paul Bernard believed that the colonial economy had to be developed were:

1. If the economy of the colonies would be developed, the people would demand a higher standard of living and hence would buy more products the French companies provided. This would in turn boost the income of the French.

2. If the economy of Vietnam was developed, then the people would respect French sentiments and ideals. This was what French people wanted.

3. The development in the economy of Vietnam would in turn result in more involvement of people in the schools started by French. This would help in the fulfillment of the civilizing mission of Vietnam.
