Why did British introduce waste land rules. How did it effect the life of the pastrolist

The forests were considered as waste lands by the Britishers as these lands did not yield agricultural product nor any other revenue. According to the waste land rules, uncultivated lands were taken and given over to selected individuals. They were granted concessions. Some of them were made Headmen.
