Bcoz tribals shift from one place to another and it make difficulty to collect taxes from the tribals and they also have been used more taxes on them to earn money ,so britishers banned shifting cultivation which make loss the tribals.

HERE IS UR ANSWER
Shifting cultivation was regarded as harmful by the British for the forests. They felt that land which was used for cultivation every few years could not grow trees for railway timber. When the forest was burnt there was the danger of the flames spreading and burning valuable timber.
