Charles Booth conducted his first social survey because he wanted to know the actual reason why the workers expected to live only up to an average age of 29 in the workhouse, hospital or lunatic asylum. Charles Booth carried his first social survey in the East of Landon; in this survey he became aware of the fact that about one-fifth of the total population of Landon was very poor. They were living up to an age of 29, in contrast to the normal life expectancy of 55 among the nobility and middle classes. He concluded that the government of Landon required to build around 4,00,000 rooms in order to give shelter to its poor citizens.
