) Charles Booth conducted the first social survey of low-skilled London workers the East End of London. He found that about 1 million Londoners i.e. about one-fifth of the population of London at the rime, were very poor.
(ii) These poor people were expected to live only upto an average age of 29 in comparison to the average life expectancy of 55 among the gentry and middle classes.

Charles Booth wanted to know the average expectation of the normal workers in London .
Conducting the survey with the low skilled labourers would make a good assumption to the survey process.
The survey actual found out that the averaged low class workers were living in a pathetic condition especially between the age of 28-29 years .
The survey based on low class could also lead to appropriate government action on this
