The two main reasons as mentioned in NCERT textbooks are-
1.Inclination of congress towards sanatanis (conservative high caste hindus) which isolated dalit from the movement.
2.Demand of dalit for separate electorate and reserved seats in educational institutions.Since congress was unwilling to accept,so dalit stayed away from the movement.

For the following reasons the Civil disobedience movement did not attract Dalits:
1. The Congress did not want to anger the Sanatanis, the upper caste Hindus by including the Dalits.
2. Dalits considered that their problems of social disabilities would be solved through political empow-erment.
3. Several Dalit leaders were ardent on another political solution to their obstacle. They arranged them-selves and obliged reservation for them in the educational organizations and a separate constituency that would elect the Dalit members for the committee.
