There are many reasons
After 1925 till 1947 INC was under indirect control of M K Gandhi who believed in non-violence and was ready to wait for independence even for 1000 years but did not want to get it out of any type of violence. Whereas, Netaji Bose was pragmatic leader who knew that, ‘big problems can be solved only by iron and blood.’ This was totally opposed to Gandhian philosophy. INC had made Gandhi next to God.
Netaji was elected to be president of INC in 1938. He got massive support, specifically from the youngsters in INC. Subsequently in 1939 he once again announced his candidature for the same post, however M K Gandhi opposed him on personal level saying that no person should become president for a consecutive period. Rules, norms, principles etc did not apply to Nehru during those days also because before 1938, J M Nehru himself had occupied that pose for consecutive years. M K Gandhi supported Pattabhi Sitaramaiyya in the presidential elections and he went on to say that ‘he would consider Pattabhi’s defeat as his personal defeat’. Despite this Netaji won the election and Pattabhi [supported by Gandhi] lost with good margin. If M K Gandhi had any morals he should have co-operated with Negaji and respected the verdict. However, using Nehru, he started harassing Netaji Bose. As a result in 1939, before completing his second term, Netaji Bose left INC and formed his political party, ‘Forward Block.’ Since, he was no more a part of INC, obviously INC totally distanced from him.
Thereafter, Netaji tried to seek military support from Axis which was totally against the stand of INC. M K Gandhi was trying to avoid war between Axis and Allies, although later he supported Allied [of which British were a party]. Netaji met Adolf Hitler, however he expressed his inability to extend support in Asia because as per his world order this was supposed to be Japanese territory. However, he helped Netaji to go to Japan and seek support. All these activities were totally against INC. If you notice, M K Gandhi’s correspondence with Adolf Hitler [2 letters] and an appeal to British, titled ‘to Briton’ you will observe that he was trying pursue the British to surrender every thing they had, including their houses, wives and children to get slaughtered but was trying to prevent the war. [what an unique concept of non-violence - offer your wife and slaughter your children but do not have war with the Nazis]. At this point of time Netaji and Gandhi were as if on two different poles. Netaji was fighting against British and Gandhi extended military support to British [what an agony?].
Finally, in 1945 US President Roosewelt died, however by that time the final outcome of WW-II was evident. Mussolini died thereafter and on 30-April-1945, Adolf Hitler committed suicide. Japan continued the war, however, soon after that the Hiroshima - Nagasaki incidents took place which shattered Japan making her surrender totally. By this time even Netaji is believed to have left this world in a plane crash. India, got political independence in 1947 when Netaji had become a part of history. Naturally, INC had no reason to remember him and his contribution.
