17the century London was a powerful magnet to the people of the region. However not all the people who came to London for work got employed.
As none of the people were able to gain a livelihood, many took to crime.
One could easily make many shillings through theft rather than working in factories for monthly wages.
Most of these "criminals" were mostly people stealing bread or clothes to survive. There were also the masters of the trade who consisted of pickpockets, etc
