Well India was backward really backwards and we needed electricity and very few options were available at that time so arguably our most hated/controversial PM Nehru went for hydroelectric power generation which could also help irrigation as at that time India was heavily dependent on irrigation for it's survival.

Now you need a specific place which meets certain requirements for establishing a dam which will require a very large area getting submerged into water as the dam's reservoir but the problem is human settlements along the river so how do you convince people to vacate their ancestoral land without any friction so arising due to this process..

It's by using the term “temple” ..!!

Now as rivers were considered as goddess so calling dam as temples certainly does makes sense but the main reason was to vacate the land for the construction of dams.

Jawaharlal Nehru says that the dams are the “temples of Modern India”. The reason being that:-

⏩ it would integrate development of agriculture

⏩ increase in the village economy with rapid industrialisation

⏩growth of the urban economy.
