Dhamma mahamatta were the people who went from place to place teaching people about dhamma. the problems that ashoka wanted to solve while introducing dhamma were:

1. he got his message inscribed on rocks and pillars.

2. he instructed his officials to read his message to those who can nat read it themselves

3. he sent his officials to other land such as Syria , Egypt , Sri lanka etc to spread his idea about dhamma.
