Why did early man use only stones to make tools​

They did not. They also used bones, wood, bark, antlers, hide, sinews, teeth, grass, glass (where it occurred naturally), ice (where it occurred naturally) etc - you name it. In other words, anything that exists in nature and that can be used directly without having to be manufactured from what occurs naturally. The only thing they did not use was metal because that needs to be manufactured. When humans started manufacturing metals we no longer call them “stone age man”, but “bronze age man”. This only happened after agriculture had become the dominant means of production, suggesting that the ability to manufacture metals rested on the relatively complex social division of labour that agriculture facilitated.

because that in the time stones are available in a great rate and stones do not break really fast exact actually fast these stones are also used in agricultural implements
