Why did emperor decided to keep Gulliver in Lilliput? Was it is a wise decision?

From the day Gulliver landed in Lilliput, though he was a threat for the diminutive Lilliputians, he was a source of an awe and amusement because of his size and power. On the one hand, they minimized the threat by tying him to the ground and setting conditions on his liberty; on the other hand, they tried to use him to his advantage to get control over Blefuscu empire. As per my opinion, it was not a wise decision of the emperor, for maintaining a 'mountain man' like Gulliver was not only an extra burden on them but it also led to rising in the greed of the emperor because, after Gulliver captured fleet of ships from Blefuscu, the emperor became over ambitious and wanted Gulliver to destroy Blefuscu.
