Gandhiji thought that less people will not be able to acheive the protest he thought about . So he thought to bring Hindu and Muslims under one umbrella to launch his satyagraha . So he decided to speak and collborate with Muhammed ali and Shaukat ali of Khilafat commitee in Bombay.
