Why did Gandhi say that there are no untouchables here?

Gandhi saw all the Indians as equals and called all the untouchables as harijans. Harijan-children of god.this was only a small attempt to re-unite all the Indians against the Britain.

He was trying to stop racism and inequality on the basis of religion, caste so he adressed untouchables as 'harijans' which means son of god...
