Gandhiji re-launched the Civil disobedience Movement because
1-After the second round table conference Gandhi came back to India empty handed. The discussions for independent India has been pushed into the background.
2-While he was in London many repressive measures had been taken by the government in India against the Congress. The government prohibited meetings and boycotts.
